Judge: Getting paid is punishment.
Man pays fine in pennies, displeasing a whiny-ass judge.
And if you don't like a cop's actions, the judge says you should take it out on the cop.
"If the person is mad at the cop, why take it out on court administration?"

I once heard somewhere that pennies are not legal tender and need not be accepted as payment "for all debts, public and private," as the saying goes.
Snopes Urban Legends says they are, but apparently until 1965 they were only legal tender up to 25 cents, so that particular legend at least has some factual basis.
